I think that's a V for the velocity field; they need to distinguish from dv for a volume integral. The equation looks vaguely Navier-Stokes-ish, with rotational terms like Coriolis force -- the sort of momentum balance you might write for large scale fluid motion in a weather simulation. But it's been so long since I looked at those, I could be deceived. The typography is, for the most part, terrible.
