VIA had true RNGs on x86-family processors a decade ago. FSL had true RNGs on ARM-family processors last decade. I suspect that TI had them 2 decades ago, as I know TI was throwing every feature Nokia wanted into their SoCs, and Nokia was patenting HW RNGs back in the 90s.
