Saari's analysis could have been performed by Maxwell; indeed, it essentially *was* performed by Maxwell, as Saari relies heavily on Maxwell's analysis of ring systems. Saari's work is classical Newtonian; no GR need apply. On the other hand, the equations that the "dark matter" folk have been relying on are also classical Newtonian.
