As I understand it, the Handbook of Mathematical Functions is a work by the United States government and therefore in the public domain. (If you check the "copyright page" you will find publication information, but no claim of copyright.)
NIST is planning to update A&S and post it on the web.
There is also mention of publishing a book. I hope they avoid the quagmire associated with the CRC Encyclopedia of Mathematics.
