If we insist on only one the four operators (+-*/) as inbetweens, 2016 is already impossible. The cheat is to allow concatenation as well. This gives us up to (but not including) 2102, even if the concatenation is disallowed after the 10 (to force the saying of 'ten').
Except for 1992: the only way to get it is 1098+765+4+32+1. Julian
