SIMPLY because Kraftwerk cancelled the previous album announced in 1997! ;-) --------------- Is there any documentary evidence for this, that they themselves cancelled an actual album (again) in 1997? I have heard from somewhere that EMI Germany weren't keen on the results of some work in progress, but a set of demos is not the same thing as having a completed project with a fixed tracklist ready for marketing. However if there was indeed an definite project which was 'cancelled' (or ran out of steam?) I'd guess it never got further than what in publishing would be the commissioning stage, where the author merely discusses the proposed work with the publisher/distributor prior to making a commitment.
