AFAIK it's the standard 12" Tour de France from 1983 published in Mexico. It was called "El Baile De La Escoba" because of it appeared in Breakdancin' film, where one of the characters makes his dance with a broom.
Kraftwerk original version of the song appears in the film Breakin' (1984), but not on the soundtrack itself, neither on the closing credits, to request of Kraftwerk themselves. According to Kevin Busby's FAQ website (http://web.bham.ac.uk/busbykg/kraftwerk/FAQ/) the CD soundtrack of the film contained a cover version of the track (by the group 10-Speed, which was released as a single in 1983), and Kraftwerk had decided to release a remix of their song only as a single. http://www.allmusic.com, however, gives as date of release of Ten Speed's TdF (12 Unidisc 1384), May 24, 1994.
