I'd go for Japanese mix-meister Susumu Yokota. His album "Magic Thread" reminds me alot of Kraftwerk / Neu! in places; also his "Will" album is worth a listen, especially tracks Red Door and Black Sea. Other albums are more ambient -- somewhere between Eno and Penguin Cafe Orchestra.
