A record company the size of Capitol/EMI can have a pan european release of adequate size (Kraftwerk isn't exactly a complicated release) ready in two weeks without any more trouble than a couple of A&R people having to sweat a little... ;) Remember they get the full package with a complete master (and probably images and graphics?) directly from Kling Klang.
The problem in delays are not the Major (well a little) But mainly the time the factories make the CDs, the bigger the release, the longer the time. On the 10000 Hz ep, the period betwaeen gold master and release was 6 months, the time to make the CDs print booklets etc took 3 months. Record companies can't work so fast.
