Eehm... Watched the video. There's a whole bunch of Japanese people standing in-line for something. The effect on the video-track makes it appear like there's a whole lot going on, while actually they're just standing still in front of some 'store' or something, not really anything happening at all. Meanwhile, the KLF 'bagpipe' tune is played in the background and a lot of Japanese text is scrolled vertically (what does it read, anyone any clue?). Good find, that's for sure. But what, apart from the music, has it to do with The KLF (yes, there's a red line in my posts today :) )
