I don't think so. Bill continues to use 5s and 23s, and, it could be argued, that he did so PRE-KLF. A while back, and I've mentioned this before, I noticed the Zoo logo could be mistaken for a 23: Z = 2 and the o's are stacked to look like 8: 28 or if looked at quickly, and due to the way the logo is designed: 23.
