Both my copies are identical -- with the exception of the sticker. I bought one (sans sticker) from Probe in Liverpool circa 1991/1992 and I won the other one on eBay recently. As far as the sleeves go, both have "THE JUSTIFIED ANCIENTS OF MU MU [pyramid logo] CIRCA 1987" "SH/\G TIMES" on the front and a white "KLF" in very large font on a black panel, although the rest of the rear of the p/s is white with the tracklist/credits in black. I also have RTD87 (the single LP version) which has an identical front to the two DLP3's (although no sticker). No idea if either/neither/both of these are the reissue or bootleg - comments? I have two copies, both of which have the vinyl in paper paper inners. In fact, the only difference between the two is that one has a sticker on the front saying "2 LP's for the price of 1! Featuring the No. 1 single from the "Timelords" JAMS DLP 3"

Are you sure? There were a lot of 'reissues' around this time including most of the Pure Trance singles and I always thought these were legitimate, after all the KLF were still (just about) around at this time.
Regarding the original query, on original copies of Shag Times the back of the sleeve contained white words on a black panel, whereas on the reissue/bootleg the writing was black on a white background. I have the 1992 version and the inner sleeves are clear plastic/sellophane like the Pure Trance reissues, so the original issue may have had paper inner sleeves (like the black paper inners of the original Pure Trance singles).
