The source for the bootleg DVD is KLF VT 91.  VT is an acronym for Video Tape and is used on all their promo videos.    It wasn't a widely released promo, but it did make it into Lazlo's discography.

KLF VT 91 which is the original source for the DVD, was not a bootleg.  It was an official KLF promo item.
