Sounds like they might have tried to remove the vocals for the instrumental version and not done it 100%!
Indeed that's what it sounds like, especially since it's so far at the low end, frequency-wise, as if someone just scraped off the highs, but I can't really isolate what they were sampling at that point that they were trying to reuse without the vocals.

Yeah, I just put on the WKTJ version, and indeed it's the same bit, but they're really heavily buried in the History version, inaudible on everything I've listened on but this one pair of headphones I've got.
