Didn't someone say something about the seller "acmeproductsuk"? Well, he's the seller. And the buyer seems a seriously collector. You can see from the item description that it's stated as a "Appearing" promo (with gold sticker) and the sticker on the front is actually (as Thomas summised) the one from the LP.

A few things have appeared recently - the US Tardis CD single on iTunes and the Brilliant CD reissue - which suggest there are the tiniest cracks in the deletion/history-is-bad ethos of B & J. It really did look like a "proper" reissue disc to me - from the tiny thumbnail, anyway. Did anyone manage to nab a fuller image when the auction was still clickable? Stylistically, it reminded me on the 808 State reissues ("Quadrastate" in particular) which all have the clear inlays and big stickers.
I wish the seller would appear and say ..!
