No, it's nothing to do with the KLF. Tracey Emin is a "modern artiste" (and I use the term in a derogatory fashion) who is most famous for her "conceptual art" pieces, including things like unmade beds, etc. Anyway, she lost her cat, so she put up posters in the streets around her home notifying people of her loss, only they didn't do much good because people starting ripping the posters down to collect and on-sell them. Some were apparently valued at 500 quid. Anyway, her management have released a statement saying the posters are "not art", though it sounds to me like she probably put more creativity, thought and emotion into one of these posters than she puts in her regular crap.
