According to police, they were later formally arrested. The four people were taken into custody from the stairs of the Akal Takht inside the shrine. A banner protesting against the death sentence of Khalistan Liberation Force (KLF) activist Davinder Singh Bhullar was recovered from their possesion. They were identified by the police as Gurdip Singh and Jagtar Singh Fauji of the Khalra Mission Committee, a local human rights group, and Jaspal Singh and Sewak Singh of the All India Sikh Students Federation (AISSF) belonging to the Daljit Singh Bittu group. Bittu has been in police custody for the last couple of years. Davinder Singh Bhullar was sentenced to death by a Delhi court and the lower court order was later upheld by the Supreme Court. The arrested people were taken into custody before the President arrived at the shrine. Bhullar was involved in the car bomb attack outside the All India Youth Congress headquarters in New Delhi in 1993 which left several dead. The attack was planned to eliminate the then Youth Congress chief Maninderjit Singh Bitta. All 'panthic' organisations, including the Shiromani Akali Dal (SAD) led by Parkash Singh Badal, had protested against the death sentence of Bhullar and had joined hands to get this repealed.
