As far as I can judge it, it's probably a Helvetica Condensed that Bill uses and that the KLF have used on Shag Times for example (inner sleeve).

No. What Bill (or the writer) meant is that all Penkiln Burn posters use the font above. The KLF font is still different and close to Compacta, as Peter already wrote.
