Presumably, even if the recording is not remastered (and Orbsessions 1 sounds like it was) then they'd still have to develop packaging (hopefully less annoying than Orbsession 1 - am I the only one who's put off buy non-standard non-jewel-case CDs?) and promotional material. I would have thought that the "real" first album by the Orb finally seeing the light of day would still create a considerable amount of interest with dance music fans (of a certain age) and music fans in general, and MD might want to capitalise on that.
