[KLF] sample in the Porpoise Song

i been playing a lot of GTA:VCS on the psp for the last few months and on the Fresh FM radio station, there's a track by Man Parish, I think it's Boogie Down Bronx Anyway, there's a bit near the middle of that song, sounds like a sample, that's also used in the instrumental of the Porpoise Song that's on Shag Times is the sample used in the JAMs track taken from the Man Parish one? or do they both sample that from some earlier song? and if so, does anyone know what it is?
