It’s not on iTunes itself, you can’t buy them. 
But it’s on Apple Music, if you subscribe to that service, whereby you can stream or download but you don’t own it outright, and each time you play a track, they get a micro-payment.

Or, it might be that they don’t have the rights in the US because the US label over there still holds the publishing maybe.
