I think it's only for the K Foundation hired-car-off-a-cliff stuff, from what I recall.  I get the feeling, also, that Jimmy's quite protective of the music (witness the deletion and reissue of "Orbsessions 1" without 'Mommy Don't') whereas Bill just can't be arsed any more.

I don't think there'll ever be a box set - since by the time the moratorium runs out, or Bill & Jimmy come to a positive decision, the nostaglia boom for the late 80s/early 90s will have gone.  Like it or not, and despite the klf.de guy's sterling efforst, they're slowly being forgotten.
