Have you also tried Virtualdub? I think you can adjust the framerate as well as rip the whole soundtrack as a WAV, then re-encode your new uncompressed AVI and WAV together to ensure audio synch. Check out VCDHelp.com (also called DVDHelp.com amongst other names) and there are dozens of forums and tutorials that cover just about every aspect of video ripping/encoding/conversion etc.
