Interesting points.  Scooter are ... well, they're very good at what they do, aren't they - which is making pop music for teenagers drinking cider up the park.  And they've been doing it now for 15 years.  Like Oasis in the UK, they initially hit on a formula (in its own way, far more lucrative than any KLF-style masterplan, because it's been more sustainable) and do not stray from the blueprint.  The fact that they sprinkle their techno-pop with Drummond and Cauty references always seems incidental to their cheesy, irritating, child-friendly music.  Or so it seems to me.
 
From the KLF's point of view, I always assumed the costume idea (covering the face, particularly) came specifically from the Residents, of whom Drummond has been a fan since the 1970s (I think it's "45" where he talks about going to a gig with one of the other Liverpool punk mob, and being unhappy at seeing grey hairs creeping out from behind the giant eyeball Residents helmets).  The Daft Punk robots always reminded me on that chamber orchestra from the early 1980s that appeared as 18th century robotic violinists/oboeists and had a hit with something like "The Sinking of Venice" (although I'm so unsure of this, Google throws up nothing - anyone know the song I mean?)  And I always thought the "White Room" movie escapade was the greatest of the KLF's many nods to the Pet Shop Boys - particularly their 1987 movie.
 
Although the chances are Daft Punk were influences by the PSB too!

In fact I found that there were many similarities between Daft Punk and The KLF, more than in any case Scooter!
