This link shows wind direction with strength (the closer and faster the lines are moving the stronger the wind).  The pink/purple areas are low pressures.  The yellow/orange areas are high pressures.  As you can see Utah is dead center of the high pressure.  And the low pressure off California is being blocked by that high pressure.  Pretty impressive graphics.
