If I recall correctly, the shadoweavers
required groups and specialized equipment for all but the most
basic tasks. Perhaps you could work around the contradiction by
using some sort of artifact or magic item to perform the more
complex tasks while still leaving the weavers themselves
relatively weak magic-wise.
