Well, this week Microsoft made it official concerning Windows-98 and ME. They no longer will support the 5 million or so users that still have such versions running.

I am working on creating a webpage that is more suited for the FractInt application within the Win-XP OS. But that is being written in my spare time, which is in very short supply lately. Hopefully I will have it finished by the time the current developer's version of FractInt becomes an official release by being published on the Spanky website.
Also, is FAT16 crucial to running DOS apps under Windoze?
I still run an upgraded Windows-98 Second Edition machine (4.10.2222 A). And it has been using FAT-32 for at least six years without a problem. In fact, the majority of Jim Muth's FOTD images, on the webpages I host, were rendered from that machine. All I can say is, if you are thinking of getting another machine with the latest Windows OS, then I would take a copy of FractInt, along with the MAKEFCFG.EXE program, and just test it out on any system you may be considering on purchasing. It will let you know right then what it is capable of handling, specifically the video-display modes.
