The easiest way to run Fractint is to use DosBox (http://www.dosbox.com). DosBox is easy to install and use, runs on all versions of Windows, and Fractint runs fine in it, albeit rather slowly. You can also try one of the SVN builds (whatever that means?) of DosBox which have more capability, that is, runs Fractint in 1600x1200. See http://ykhwong.x-y.net The most capable native Windows program for fractals that I know of is UltraFractal (http://www.ultrafractal.com). It is about 90 percent compatible with Fractint, that is, it reads par, frm, etc. files. It has a huge number of options but costs USD $39/69/129 depending on which version you want.
