Knute: Thanks very much Timothy for responding! Although I do not have Windows 10, I rushed to download the file you designated (SDL2-fractint-20.05alpha-2017-10-01.zip) to try it on my Windows 7.
The result: The Fractint.exe file opened a small window labelled "Fractint" at the upper-left, but no Menu, no controls whatsoever. Right-click did nothing - no dialog, no controls. The small window was resizeable, but after re-sizing it a couple times the program crashed. What this program DID do was show a picture of a basic Mandelbrot, and a Left-click-drag resulted in Zooms. Lastly, I opened the included FRACTINT.HLP file in Windows but it was empty. Then I forced FRACTINT.HLP to open in Fractint.exe. All that did was to open Fractint.
AND THEN I REMEMBERED TO OLD "F1" KEY in ancient FractInt! So, with Jonathan Osuch's FractInt open I pressed the F1 key and VOILA! there was FractInt (all the controls).
