Thanks Johnathan, I tried FreeDOS and am having at least some success with it. Virtual PC recognized my CD drive and the .iso file on it. I can get a FreeDos installation started, but need to research all the menu items offered. Frankly I don't know what I'm doing yet. Fractint comes later! FreeDOS comes on CDs (i.e. you can download an .iso file and burn it to make a bootable CD). Fractint worked perfectly on FreeDOS for me last time I tried it, but it is much faster in Linux with Xfractint.

I've been thinking, too, that "isn't that what happens in XP, DOS runs in a virtual machine"? If so, where's the advantage into trying to get DOS and Fractint into Virtual PC? Linux? Maybe, but so far I have not found sufficient information regarding Virtual PC to allow me to install and run it Could be that the thing is obvious to more computer-savvy people than I.
