I've noticed that same issue. I did use those headings in bib records because they will eventually be upgraded and when they are, I'll be able to correct (sometimes for the second time) headings to the proper form. At least they will -match- an established heading authority record and our cataloging workflow continues unimpeded because we're waiting for 'someone' to update those authority records.

After reloading all bibs and authorities for the RDA upgrade, we have a number of authorities with the 667 THIS 1XX FIELD CANNOT BE USED UNDER RDA UNTIL THIS RECORD HAS BEEN REVIEWED AND/OR UPDATED.
The list I have comes from an III blind headings report and is all uniform titles. I imagine there are other types of authorities with the same message.
My question is: Should I ignore this 667 message and change headings in bib records to match the authority?
