Our programmer has pointed out that anyone on MARC-8 only has the option of
Russian half-ligatures. There should not be any issues (that we are aware
of) with using the half ligatures in MARC-8 format.

Deletes that you have sent in used to be final, meaning you wouldn't see
them again even if you had a new bib heading to reinstate them. Well that's
all been fixed now, right in time with what we hoped. You should see
reinstated authorities this week.
