I think that this is going to be exactly what I needed. I think that I found the right process within Data Exchange.
I did contact our rep since we only received one file and asked which it was or if they did not send us a file.

You should have two DEL files, one containing records that need to be
deleted from the NAME authority record index, and the other containing
records that need to be deleted from the SUBJECT authority index. (If
not, let BSLW know so they can modify your profile).
III does not have a way to DIRECTLY delete records based on a file that
is loaded -- however, it can be done. I first copy a DEL file (say name
deletes) from my PC into Data Exchange using the Get PC button. Then I
'prep' the .lfts file to create the .lmarc version. I then select the
file and use a locally-created load profile to load the records (this
only works if you have your load profile set up so that the authority
records in the file being loaded automatically overlay existing
records). When I click the 'Load N' (or whatever your button is labeled)
to load the file, I get the screen with the Test & Load buttons. I
select the 'Use Review Files' checkbox on this screen so that each
record loaded is placed in a review file. Therefore, by loading the DEL
authority file, I'm effectively moving each of the related records in my
system into a review file. The final step is then to go to the Delete
Records mode, select the review file I just created, and delete all the
records. It's a bit convoluted, but if you have more than a few records
to be deleted, it's faster than deleting them one at a time.
