I would think that cast brass would be acceptable. Forged iron is the
most classic as noted, and makes a good beginner's project at the forge.
I made my own buckle, D-shaped, and even managed, under direction, to
forge-weld the straight part together. Next time you attend an event
with a forge, the smith would probably be glad for the order since an
experienced person can make a buckle fairly quickly, but it's a little
more involved than tent stakes or other mundane ironware.

I would think that 1 1/2 would be at the widest. I use
a lot of old buckles off rotten harness leather. Not
everyone has a supply of that but if you do don't throw the
hardware away if the leather is shot.
