I don't think that's entirely true. I remember a discussion some time ago about changing the list from email to discussion board format. The announcement may have left us with a very short transition period, but the idea was not completely new. What I hadn't heard discussed before was the idea that you would have to be a member to post, so that was what really surprised me.
