I have looked over the list and found the following stocks that are close to a base or are still basing. These are:
ECOL
FSLR
GIFI
GRC
HGR
IWOV
ODFL
TISI

I don't have access to the IBD data on them, so I can't look at whether they satisfy all the other IBD criteria.
